Open a new flash document 550 X 100. Change the background to a color of your choice. Click on the text tool and type some text on the canvas.
Center the text on the canvas by selecting the horizontal and vertical align buttons on the Align panel. Make sure that To stage is also selected.
Next you will need to convert the text to a symbol. Click on the text to select it, click Modify > Convert to Symbol:
Name it Text and make it a movie clip. I choose a green color for the beginning text.
Click in frame 15 and hit F6 to insert a keyframe. Click in frame 30 and hit F6 to insert a keyframe. Your timeline should look similar to the one below:
In frame 15 we want to change the color or tint of your text. Click in frame 15 in the timeline then click on your text to select it. On the Properties panel select Tint from the Color drop down menu, select a different color (I choose red) and place the alpha up to 100%:
Click anywhere between frames 1 and 15 on the timeline and on the Properties panel select motion from the tween option:
Click anywhere between frames 15 and 30 on the timeline and on the Properties panel select motion from the tween option.
Click Ctrl + Enter to view the results. Now you will need to export it as a movie. File > Export > Movie. Select Flash Movie (*swf) as type and type in a name. Now the text is ready for a webpage.
FYI: You can also tint shapes the same way tint text.
