Creating Cascading Style Sheets
Go to your CSS panel. If it is not open select Windows then select CSS Styles. Click the + button to add a new style.
This will open the New CSS Rule dialog box. Select the Advanced radio button and drop down the Selector drop down list and select a:link. Your New CSS Rule should look like the graphic below:

Under type select none.

Now drag over any text or pictures that have hyperlinks then double click the a:link in the styles panel. The blue should now disappear.
Replacing Your Bulleted List with a Picture:
You will now find and save a picture that will replace the bullets in your bulleted list. I went to Microsoft word and found a clipart picture of a smiley face. I then copy and pasted it in Macromedia Fireworks where I then resized it and then exported it to my pics folder. Here is how it looks after resizing it

Once your have placed it in your folder go to your CSS panel. If it is not open select Windows then select CSS Styles. Click the + button to add a new style.
This will open the New CSS Rule dialog box. Name it .Custon_Bullet. Make sure your settings are set to the graphic below:

Under type select from the available options. The ones I chose are shown below:

Under list you will need to navigate to your pics folder to choose your bullet picture and select outside for the position.
Now drag over all your bulleted list and select Bullet_SmileyFace (or whatever you named your style).

Placing a Border Around Your Paragraph:
Go to your CSS panel. If it is not open select Windows then select CSS Styles. Click the + button to add a new style.
Select Tag as your Selector Type and for the tag select p from the drop down list.

At the border category type in some type of border formatting for the paragraph. My formatting I chose is shown below:
